I recieved this email a million times, and see it posted in a million forums, until one of our turkish friends was kind enough to explain it.
what it actually say is the following:
that jumping man is a "T", and the sign says Kostum =costume, Cum= Ours so its Kustumcum whish means "our costume's or Costumer (i.e our maker of costume's)"

The above piece talks about a new rule to be enforced on speed limit breakers, and also talks about some new “cutting edge” equipment that have been installed on traffic police patrols, the rule states that speeder will be jailed for 48 hours and will have their license and vehicles suspended/impounded for a full month.
